Adoption Subsidies/Assistance

In 1980, the United States Congress enacted the Adoption Assistance and Child Welfare Act (Public Law 96-272). Under P.L. 96-272, each state must establish an adoption assistance program that provides maintenance payments, Medicaid coverage, selected social services, and reimbursement for nonrecurring adoption costs to families adopting eligible special-needs children. Assistance is available for children adopted through private or public agencies; independent adoptions, those negotiated via a private attorney, are not eligible for federal or state funds.

The North American Council on Adoptable Children (NACAC) maintains an excellent web site that includes an outstanding section on Adoption Subsidies. A general overview of adoption subsidies can be found on the NACAC site at: www.nacac.org/adoptionsubsidy.html. This page includes links to NACAC’s:

The Adoption Subsidy Fact Sheets include topics such as:

Another excellent resource for adoption subsidies is the Adoption Policy Resource Center, at: http://www.fpsol.com/adoption/advocates.html. This site includes an excellent Subsidy Checklist that should be reviewed prior to signing the subsidy, and publications on adoption subsidies.
