The Children's Defense Fund (CDF) 2003 Congressional Scorecard provides information on how Members of Congress voted on 11 key votes that have a significant effect on the lives and well-being of America's children (e.g., Head Start funding, the Child Tax Credit, housing assistance, access to health care, and quality education). CDF believes that these votes provide an indication of the level of importance that members of Congress place on our nation's children. The scorecard presents the 'best' and 'worst' Representatives, Senators, and overall state delegations with respect to these 11 votes.
