The Children's Bureau at the U.S. Department of Health and Human Services has added a question and answer to the Child Welfare Policy Manual clarifying that states may not include language in Title IV-E adoption assistance agreements stating that the state's obligation to provide federally funded adoption assistance payments or services is subject to the appropriation of state funds, although there is an exception for across-the-board payment rate changes.
